Huge population growth in western Sydney and the development of Western Sydney Airport necessitates the need for radical local government reform to ensure the "string of dysfunction" exhibited by the former Auburn council and the exploits of its former deputy mayor Salim Mehajer and others are not repeated, a new discussion paper says.
